Dont get me wrong. I like politics, I even like politics on television. At midnight I like nothing better than watching Andrew Neil chuckling over the events of the day with hollow-eyed MPs and hacks. Theres much to be enjoyed in Prime Ministers Questions on Wednesday afternoons, even though at the moment we have a Leader of the Opposition who isnt especially good at asking questions and a Prime Minister who is especially good at not answering them. But I welcome the BBCs decision to remove live coverage of party political conferences from terrestrial television. For years, these annual tribal gatherings of the politically committed have turned viewers off politics, on to opposing parties, or on to another channel. During their long years in the wilderness, and for decades before that, the Labour Party had vibrant, argumentative debates in which a group of people, all espousing belief in the brotherhood of man, viciously attacked everyone and everything they did not happen to agree with. Year after year, stern trade unionists condemned even sterner party leaders; one wing of the party flapped at the other. Fear and loathing in Blackpool or Brighton.
Talk about Mr. Smith Goes to Washington, but this is ridiculous. Bob Livingston enjoys a down-to-earth reputation — hes not a man to stand on ceremony and friends acknowledge a certain Boy Scout element to his character. We think that functional syndromic surveillance can respond to the rapid onset of hospital-based disease. To isolate and positively identify Bacillus anthracis from a blood culture would take [approximately equal to] 48 hours. Syndromic surveillance should detect a large number of cases within 24 hours. A fully functional hospital syndromic surveillance system that uses automated analysis (such as the daily emergency department-based surveillance with SaTScan in New York City) should identify a substantial increase in a relevant syndrome within 12 to 24 hours after data submission (2). A continued daily rise in any disease category would most certainly set off alarms in a syndromic surveillance network. If active statewide laboratory surveillance is included in syndromic surveillance, such as the gram-positive rod surveillance conducted in Connecticut (3), this surveillance should rapidly detect even single cases of anthrax concurrent with the presumptive diagnosis within the hospital. The authors also state that syndromic surveillance would not detect outbreaks too small to trigger statistical alarms. The combination of active and passive surveillance in the hospital admissions based syndromic surveillance in Connecticut allows a number of syndromes to be tracked immediately upon notification; these syndromes include pneumonia and acute respiratory disease in healthcare workers admitted to a hospital, all disease clusters, and fever with rash illness. This system is very flexible, and active surveillance of other syndromes can be quickly instituted as required. This active surveillance component has been proven useful. The first 2 of Connecticuts 17 confirmed human cases of West Nile virus during 2002 were discovered in August when a health director, who regularly monitored the syndromic admissions data for the hospital in his municipality, requested immediate West Nile virus testing from the hospitals infection-control department when he received two late summer reports of neurologic illness. Buehler et al. state that specificity for distinguishing bioterrorism-related epidemics from more ordinary illness may be low because the early symptoms of bioterrorism-related illness overlap with those of many common infections. Illness specificity can be modulated within a syndromic surveillance system by making changes in the definition of the information requested, the method of analysis used, or by incorporating varying amounts of active surveillance into a passive reporting system. In Connecticut, annual rates of hospital admissions for pneumonia and respiratory illness have significantly increased (gt;3 standard deviations) during winter months. These increases have corresponded temporally with peaks in laboratory-confirmed influenza reports and in our state-based and the national sentinel physician influenzalike illness reports. Similarly, in the military-based syndromic surveillance system, respiratory outbreaks are detected by monitoring routine outpatient visits and pharmacy prescriptions. Absolute numbers of visits, as well as percentage of visits, to primary care clinics for influenzalike illness provide up-to-date information on respiratory disease conditions at military installations in both active-duty personnel and family members.
Internet SurveillanceInternet surveillance is the monitoring of Internet data traffic for information useful to government authorities. Levels of Internet surveillance. Internet surveillance may target individuals, local networks, or Internet traffic in bulk. Surveillance of individual users (or, rather, of individual electronic addresses, which may actually have more than one user) is analogous to traditional telephone wiretapping: a law-enforcement agency, intelligence agency, or other surveillant first gains physical access to one or more computers through which the Internet traffic of a suspect party passes. Using specialized hardware and software, the surveillant then scans all data traffic passing to and from the targeted party. Some or all of that traffic may be recorded by the surveillant for later use. All transmissions, recorded or not, are allowed to continue on to their intended destinations so that the surveillance remains secret.
Orders for Electronic Surveillance. Title III mandates that certain procedures be followed when law enforcement officials conduct electronic surveillance. Law enforcement officials4 must first receive authorization to apply for a court order authorizing the interception of wire, oral, or electronic communications in connection with the investigation of certain enumerated crimes.402 Only the United States Attorney General or a specially designated Assistant or Deputy Assistant Attorney General in the Criminal Division may authorize an application for wire or oral interceptions.403 Any government attorney may authorize an application for an electronic communication interception.4 The application must identify the applicant and the person authorizing it and, once authorized, is submitted to a court to secure the requisite court order.405 In considering an application, a court may rely on factual statements contained in the application and supporting affidavits.406 An application for a surveillance order must include: (1) a full and complete statement of the alleged offense; (2) the facilities from which the communications are to be intercepted;407 (3) a particular description of the communications sought to be intercepted; (4) the identity of the persons committing the offense (if known) and of the persons whose communications are to be intercepted;408 (5) a full and complete statement of whether other investigative procedures have been tried and have failed or why they appear unlikely to succeed or are too dangerous;4 and (6) a full and complete statement of the period of time for which the interception is to be maintained.410 The application must also include information concerning previous applications involving any of the same persons, facilities, or places.41 A defendant may challenge the validity of the governments affidavit by making a substantial preliminary showing that a false statement was included in the warrant affidavit knowingly and intentionally or with reckless disregard for the truth.4l2 Although the Supreme Court has not ruled on this issue, a number of circuit courts have also held that reckless omissions are challengeable.413 If a challenged statement was necessary to support probable cause for the search, the court must hold an evidentiary hearing on the matter.414 If, at such an evidentiary hearing, the defendant proves by a preponderance of the evidence that a false statement was knowingly or recklessly included in the warrant affidavit, any evidence seized pursuant to that warrant must be suppressed.415

In 1895, D.D. Palmer, a grocer and magnetic healer, announced that Ninety-five percent of all diseases are caused by displaced vertebrae, the remainder by luxations of other joints (Homola 1963). Palmer claimed that he had cured deafness and heart trouble by adjusting the spine (Wardwell 1992). He concluded that most diseases could be cured by adjusting vertebrae to remove interference with nerve vibrations that flowed from the brain to the spinal cord and out through openings between the vertebrae (Palmer 1914). Palmers questionable and anecdotal claims gave birth to the profession of chiropractic. Today, the chiropractic profession agonizes over the definition of chiropractic, which has changed little except in wording used to explain how adjusting the spine can restore and maintain health. For many years, the vertebral subluxation theory was explained in a very simple way: a vertebra out of its normal position encroached upon spinal nerves, interfering with the flow of nerve impulses to the tissues and organs supplied by the affected nerve. Certain spinal nerves supplied certain organs. Adjustment of a selected vertebra would release vital nerve flow so that so-called innate intelligence could heal the body (Wardwell 1992). This theory has since been rejected and ridiculed by the scientific community.

The physicians understanding of the history, theory, and clinical application can help guide the patient to this alternate therapeutic modality. One has to applaud the absolute determination with which Tillmans pulls this feat of unity off. In the postwar years, the pursuit of medium-specificity led photographers to embrace seriality (as seriality was an inherent feature of their chosen apparatus); one might say that the viewers gaze was correspondingly serialized, or mobilized. This lesson has not been lost on Tillmans, who composes entire shows the way that others might compose a single image, sharply articulating the lights and the darks, attending as much to the negative spaces of the wall as to the positive spaces of the images themselves. These alternate between black-and-white and color; they are variously installed in lines, grids, and salon-style clusters; some are classically framed and others are casually taped to the wall; some are miniature and others monumental. We move between a suite of studies of moon-eyed clubgoers (Chemistry Squares, 1992) and massive recent abstractions, as between shot and reverse-shot in film, so that the abstractions appear to represent the revellers drug-distorted perceptions. Ostensibly the fruit of a secret recipe–they resemble shots of powdered pigment swirled through liquid–these latter works crystallize Tillmanss debt to the New York School painters, to color-field and allover practitioners, while also nodding toward the subsequent use of such painterly gestures within the psychedelic light shows of Mark Boyle, Bill Ham, and others. The trippy gestural curlicues of the imposing its only love give it away, 2005, are echoed in an image of sweat-soaked underarm hair from Chemistry Squares, as well as the luxurious eyelashes of one of Tillmanss boyfriends pictured elsewhere in the show. But such connections aside, it would be hard to say what exactly Tillmanss work is about. One might argue that, like life itself, it is about many different things, but the problems with this easygoing interpretation become especially apparent when the artist gets political, as he attempts to do in the juxtaposition of young-soldier portraits from 1995 and 1996 and a tight grid of black photographs–paper exposed to light and then developed, yielding no image–collectively titled For the Victim of Organized Religions, 2006. At once rhetorically insistent and vague, Tillmanss aestheticism is here shown to be utterly incommensurate with his desire for political relevance. The camera merely skims the surface of things like a flat stone skipping over water. Never sticking around long enough to develop a profound relationship to his subject matter, Tillmans duplicates the dilemma of Michelangelo Antonionis protagonist in Blow-Up (1966), who divides his time between committed social documentary and fashion shoots, while chasing ever more frantically what Henri Cartier-Bresson famously termed the decisive moment. Obviously, Tillmanss success hinges on the fact that he captures it more often than not–it being precisely the moment when the world takes on the appearance of art photography. But this, too, is a rather old-fashioned pursuit.

For some reason I found myself thinking of the sad advertisements one used to see occasionally in the personal columns: “Public school man seeks interesting job, anything legal considered.” But of course I was confusing two different functions of the word legal. Ethical began by meaning “to do with ethics”, and only later came to mean being good. The purist in me still winces when someone says “aesthetic” when they mean “in good taste”. (Aesthetic originally meant “to do with the science of perception”, then “to do with taste”, good, bad or indifferent.) But there was never any need for legal to carry two meanings, because theres a perfectly good alternative that takes half the burden off it: lawful, a nice old word from the late Middle Ages (its parent word, law, appears to be of ancient Scandinavian origin). Everyone understands the difference between “legal business” and the “lawful business” that most of us spend our lives going about. Why couldnt those job-seekers have put “anything lawful considered”? Lawyers use lawful, too; they speak of a “lawful killing”. They dont say “a legal killing” (which, if it meant anything, would presumably refer to their fees).

We have found an inexpensive way to filter home air to remove dust, pollen, pet dander, and other particles. Many people with sinus problems, hay fever, or other conditions may find this helpful, especially now as the spring allergy season arrives. The idea is to use a 20-inch box fan to pull air through a 20-inch square furnace filter. Everything needed (the fan and the filter) can be found at a local hardware store for under $30. No construction is required. We have not heard of this idea elsewhere. It should be considered for asthma and other conditions, because many people cannot afford the commercial home air purifiers–some of which seem unlikely to work well.
Home Remember to check the batteries in your smoke and carbon monoxide detectors. Experts suggest using the daylight savings time change in spring and fall as annual dates to do this chore. If you dont have detectors, now is the time to install them. Change the filter on your furnace. It may need changing several times during the winter so check it every month and keep extra filters on hand. Have your furnace professionally inspected and the ducts cleaned if necessary.

A private investigator is suing attorney H. Blanton Brown over files he says Brown refuses to relinquish involving a lawsuit against Skirvin Plaza Hotel owner Oesman Sapta. Myles won a $1.9 million lawsuit against Sapta in connection with a failed business deal involving OSO Motors Inc., formerly owned by Sapta. Plaintiffs allege they conducted extensive investigation for Brown to assist him in representing Myles. They also say that Brown made assurances to them that they would be paid “well in excess of their normal hourly rate” for the work. Berglan and Taylor contend they devoted nine investigators and hundreds of man hours to help Brown but have not received payment for the work. They also allege that they turned over their files on the case to Brown as part of a settlement Myles was to reach with Sapta that never materialized. Part of the failed settlement required all records in the case to be destroyed. Though the records are still intact, plaintiffs say that Brown wont give them up. “I dont know why hes keeping my files,” Taylor said. A similar plea was made by Myles new attorney, Russell Wright, who claims that Brown is unlawfully holding Myles file and preventing Wright, a former associate of Brown, from adequately representing Myles. Myles terminated Brown as his attorney in April. He has been unable to collect any of his $1.9 million judgment from Sapta. Brown argues that he is entitled to keep Myles file as a lien on his portion of the judgment Myles received. Earlier this week, federal Judge Robin Cauthron refused to consider Wrights motion to compel Brown to turn over Myles file. This current law suit, says Brown, is an indirect attempt by Wright, who offices with Taylor, to obtain Myles file. Brown said Berglan and Taylors case is without merit. “The case will be resolved swiftly,” he said.

Twenty-five years ago, an entire desktop computers processing power handled less data than todays Palm Pilot(TM). Computers required highly skilled operators. The idea that practically every American would have a computer on his or her desk someday was utterly unbelievable, let alone the fact that one day computers would be carried in your briefcase, or even in your shirt pocket. The Internet, e-mail, computer– aided design, and countless other everyday tools would not exist without the computer. At the forefront of supercomputing are SGI and NASA. They teamed up early this year to install a 512-processor system based on SGIs Origin- 3800 system at NASAs Ames Research Center. The supercomputer is being used by NASA to develop spacecraft, and perform computational fluid dynamics, global climate modeling, and computational astrobiology. Today, computers define generations. The PC and the advent of the Internet have revolutionized the world, providing the ability to communicate with virtually anyone, anywhere, who has access to a computer. There are no barriers, no borders.
COMPUTER CRIMESMany analysts believe, however, that small business owners are less likely to take steps to address the threat of computer crime than are larger firms. Indeed, many small businesses admit that they are passive about the threat because of costs associated with implementing safeguards and the perception that computer hackers and other threats are far more likely to pick on bigger companies. But as Tim McCollum flatly stated in Nations Business, companies increasingly are falling prey to hackers, computer thieves, software viruses, and, in particular, unauthorized and often illegal activities by their own employees. In fact, chances are that sooner or later most companies will become victims of high-tech crime [and] when computer criminals strike, small-business victims can suffer relatively more than large corporations, whose bottom lines are more resistant to damage from any single theft of equipment or information.Indeed, computer crime statistics in the United States are sobering. In 2000, for instance, a study commissioned by the Federal Bureau of Investigation (FBI) indicated that 85 percent of business respondentswhich included companies of all sizes and orientationssaid that they had been victimized by at least one computer-related crime in the previous year. These crimes ranged from problems of epidemic proportions, such as virus infection, to less prevalent but still serious problems like Web site defacement, denial of service attacks, financial fraud, sabotage, and network break-ins. The diffidence of Devlins endorsement of the jury trial is matched by a rather general vagueness in legal writings (including decisions of the Supreme Court of Canada and other courts) about just how reliable and beneficial the jury trial system is. To non-lawyers, this may seem bewildering, since lawyers, judges and legal writers have made such a to-do about the greatness of the jury trial for a long time. Yet most nonlawyers, if asked, would probably think that jury trials are a fine idea and a good way to conduct criminal law business. So why not matrimonial cases? Pointed questions to the legally trained about whether a jury would be the best means for resolving facts in any form of dispute tends to be met by the grey answer it depends. The jury trial has been cemented not only in North American consciousness, but in North American Constitutions: see s. 11(f) of the Canadian Charter of Rights and Freedoms and the sixth Amendment to the American Constitution. But there are limits, and those rights refer only to proceedings taken by the state against individuals. Even with that, the jury trials reputation as a bastion of freedom in a democratic society, comes despite the fact that its form has actually changed a lot from its sources in antiquity. The bottom line in Canada remains that juries are involved in only a small percentage of criminal cases. Civil jury trials are even more infrequent. And jury trials concerned with family law issues do not happen.

In 1995 the Pew Health Profession Commission reported on conclusions of the Task force on Health Care Workforce Regulation. In Reforming Health Care Workforce Regulation. Policy Considerations for the 21st Century ten broad recommendations were presented for improving workforce regulation in the publics interest. The American Nurses Association (ANA) examined the 1998 Pew report and responded to the recommendations presented. Although ANA agreed with many of the issues presented by Pew, there was a major concern. This ANA concern was summarized by, “.the regulatory scheme proposed by Pew would result in more duplication and multiple layers of regulation that would simply create an even more confusing health care environment.” Surely legislators in various government structures will utilize the Pew Report and ANA response for decisions on new laws and regulations on how, when and where professional health care workers function. Nurses need to recognize how these potential changes will affect their professional practice and be prepared to address these changes. The reports may not be as exciting as a mystery book, however, they are more exciting when nurses realize how their practice will be affected if these changes take place. Most of us have strange preconceptions of the role of the private investigator, but these were dispelled by an informative and humorous presentation by David Staves of Legal Services UK Investigations. Open, it has a sturdy pullout maple board at the right height for mixing up a cake or rolling out biscuits. Pots, pans, and some dishes are stored in drawers below the counter. Adjoining the pantry is a built-in wall oven with a microwave underneath. The built-in 47-inch-diameter dining table is 27 inches high. With only a center pedestal, its easy to roll up to. The only space added during the remodel is a 6 1/2- by 12-foot sunroom with double glass doors that slide open to the garden. Call it catalytic conversion: remodeling cleaned up this small kitchen and helped it function more efficiently. Before, though the sink and most appliances seemed to be in the right places, there wasnt quite enough counter space. And heavy-looking painted wood cabinets and a crowded breakfast area made the entire kitchen seem cramped. For more comfortable seating, a built-in bench now wraps a corner of the eating area. The windows were restyled, with a new one added to the kitchens long wall; the breakfast areas section of this wall was pushed out about 1 1/2 feet.

The studio has more than a dozen titles debuting on DVD May 25, including The Alamo and Hang Em High, and, will re, price the contemporary war films Harts War, and The Wind Talkers for $14.95 in new pan n scan editions. The $14.95 suggested retail price makes them more attractive to all retail channels, Kostich said.

The James Bond 735 execution, sporting a bowtie on the handle and a womans arms embracing it across the front, says the ballistic nylon skin is akin to a bulletproof vest. Basketball star Lisa Leslies tote bag has a handle that rises to the top of the page while a Japanese gong dangles from the handle of sushi chef Nobus 735. The ads run October through December in The Wall Street Journal, in-flight magazines and lifestyle books like GQ, Food Wine and Travel Leisure. HOT BUTTONS 2001 is shaping up to be the year of the sequel, and the year of the licensable all-family movie
New Line Cinema relaunched its “Lord of the Rings” Web site earlier this month. In four days, the site had received more than 41 million hits. New Line has entered a four-year partnership with RealNetworks to promote the movie release trilogy of J.R.R. Tolkiens Lord of the Rings. The sites content includes the movies trailer, up-to-the-minute production information, interviews and an IPIX tour of the set. “The Fellowship of the Rings,” the trilogys first installment is poised to hit theaters Dec. 19. LordoftheRings.net will be updated weekly over the next four years. Meanwhile, hundreds of fan sites have popped up all over the Net, all eager for more info about the trilogy. “The Lord of the Rings RealChannel will set a promotional benchmark that is unparalleled and marks the most significant entertainment Internet promotion to date,” Gordon Paddison, SVP of worldwide marketing and business development for New Line Cinema, says in a release. More significant than “Blair Witch Project?” We shall see.
You can almost see the over-saturated colors of this epic, especially when the blood of unsuspecting characters runs down dark paneled wood walls. The body count would almost be as high as in real life, though the consequences would be a bit more permanent. And the irony of Tarantino–known for his use of GM vehicles in his movies, especially Chevrolets and Cadillacs–and Weller–the half-man, half-machine cop in a post-apocalyptic Detroit choked with 6000 SUX sport sedans and Taurus police cars–working together on this project is almost too much to endure. Tarantinos penchant for framing characters in doorways, having minor characters deliver their dialog off-camera, and having at least one scene shot from inside a car trunk are tailor-made for an auto industry feature film. This unconventional story telling format is well suited to an industry that thinks of itself as linear and logical, but often is anything but coherent. In fact, Tarantino could use the retrospective tone found in Reservoir Dogs, the non-linear approach of Pulp Fiction, and the chapter-by-chapter format of the Kill Bill series in one movie. It would take a deft hand to keep the story flowing and the audience from becoming totally confused, but there can be no doubt the effect would be as close to real life as you could get without actually sitting through a series of mind-numbing meetings that reduce relatively simple concepts to nearly impenetrable complexity. However, the effect would keep fans coming back to determine the importance of each plot twist, and trying to ascertain just what each character actually contributes to the proceedings. And industry employees might find that their spouses and children are much more sympathetic toward–and scared of–them than ever before as they watch mindless arguments about product cadence and market psychographics morph into cartoon violence. Though its doubtful theyll ever understand why their relatives in the industry chuckle and laugh out loud as another character is caught in his own web of intrigue and dispatched with cruel efficiency. Bathroom Remodeling

In the 32 years since the ATA-Sunset Western Home Awards program began, perhaps no rooms in the house have changed more radically than kitchens and bathrooms. The presentation of the 195758 winners included pictures of only three kitchens (each almost primitive by todays standards) and no bathrooms. The article on this years winners includes pictures of about a dozen kitchens and three baths. Only recently has the role of the bathroom begun to expand (often meaning an expansion in dimensions, as well). Today, it may be a place for soaking in a spa, gazing at a private garden view, or displaying indoor plants. Kitchens, too, have opened up, often merging with dining and living areas. More storage is needed for todays many new kinds of appliances, and storage units look more open than they once did.
Overwhelming constraints faced this bath remodel: no space could be added to Nancy and Bill Millers cramped 6- by 7-foot bathroom in Long Beach, California-and the total budget hovered around $1,000. But with prudent choices and thoughtful use of materials, Mr. Miller, who did both the design and the work, admirably met his goals to make the space seem larger, work harder, and exude a little flair. Mr. Miller originally envisioned glass doors for the tub, but a foot-deep shelf scat at one end ruled out standard-size sliding doors. The solution was a glassblock screen thats both less expensive
