Internet brokers offer massive discounts on prices quoted by the car hire giants, a Sunday Mirror investigation has revealed. The brokers save cash by buying car rentals in bulk and then passing the savings on to their customers. Our survey compared quotes from eight of the big hire companies with eight online brokers.
As this issue goes to press, the railroad industry will have had almost six months to digest the impact of the ICCs car-hire deprescription rules. Assuming you start counting from the date these rules were first promulgated in 1993, railroads have had sufficient time to react, and we should be seeing the first faint stirrings of how things will be in the future. Our industry sources tell us that while there have been some dramatic overtures by some of the railroads that were deprescriptions greatest proponents, there is a lot that hasnt yet occurred but which will likely shake out in the near future. Like the weekend partygoer who overdid it on Sunday evening and has to face Monday morning eventually, the railroad industry has come to grips with the reality of car-hire deprescription. The attitude seems to be, “Its here and even though we did (or did not) support it, we now have to get on with business in a new environment.” And getting on with business has been what most railroads have been actively involved with since the first of the year. For instance, as of this writing, about 47,000 railcars have been deprescribed and converted into market rate cars by their owners. Generally speaking, these cars have either been voluntarily deprescribed ones that, due to their age, would otherwise have continued to earn a low stated per diem under the old rules (in the face of a shortage of the car type that would allow a higher market rate - about 21,000 cars total), or they have been cars that have been rebuilt and have become market rate cars as a result.

Construction of a sewage plant in the unincorporated San Luis Obispo County community of Los Osos has been halted following the successful recall of three elected officials who supported the plant. The reconstituted CSD board halted construction and dismissed the agencys general manager, attorney and public information officer. Board members have indicated they would pursue a different type of treatment plant to be built outside of town. Indirectly, the board has picked a fight with state agencies that have been working for years on water quality improvements State regulators have insisted since the 1970s that Los Osos needs a wastewater treatment facility. The town of 14,000 people relies on 6,000 individual septic systems, which regulators blame for polluting the groundwater and Morro Bay estuary. A state-imposed building moratorium has been in place since 1988.

One of Britains leading cosmetic surgeons, Martin Kelly, known as the “surgeon to the stars”, has been found dead after a suspected heart attack at the age of 42. Mr Kelly, who was married to the Hollywood actress Natascha McElhone, was discovered by a friend on the doorstep of the family home in Fulham, west London, on Tuesday night. He was dead on arrival at the nearby Chelsea and Westminster Hospital where he was a consultant. Audio/Video Interiors is positioning itself as a smart, souped-up shelter magazine for the nineties consumer.Since launching in 1989, the Woodland Hills, California-based title has seen ad pages climb from 289 as a bimonthly in 1990, according to Publishers Information Bureau figures, to 397 pages as a monthly last year. Through October of this year, the magazines executives note, ad pages are up 12 percent and ad revenues are up 16 percent. (East Coast revenues are up about 26 percent, reflecting the titles growing presence in that region, while revenues for the more mature West Coast market are up about 6 percent.) NEW YORK — Anyone whos self-employed knows what a headache it is finding affordable health care coverage for themselves and their workers. Medical savings accounts, or MSAs, were established earlier this year through the federal Health Reform Act of 1996 as sort of an experimental remedy to help control costs. The accounts combine a high-deductible insurance policy with a tax-sheltered savings account that can be used to pay out-of-pocket medical expenses, like routine doctor visits or prescriptions. Over the next four years, up to 750,000 eligible taxpayers — those who run their own business and employees of companies with fewer than 50 employees — may set them up on a first-come, first- serve basis. Response so far has been tempered, despite the programs limited nature and the high praise from both financial and medical practitioners. Only a select group of banks and insurance carriers offer them right now. “Its slower than we would like,” said Dr. William T. Terry, managing partner for American Health Value Medical Savings Account in Boise, Idaho. The company has set up around 2,000 accounts nationwide since January in conjunction with First Federal Savings of Nampa, Idaho. Its goal is to have 100,000. But Terry and others think business will pick up soon as more financial institutions enter the fold and as individuals become more familiar with the concept and numerous perks. “Its a gangbusters plan for anyone who cant count on Medicare or other features of traditional medical planning,” said Robert K. Heady, publisher of Bank Rate Monitor, which is tracking these accounts. “Its a very good idea.” The most appealing part is the tax benefit. Annual MSA contributions are tax-deductible, earn interest tax- deferred and withdrawals tax-free so long as theyre used for medical expenses. Its a little like an individual retirement account — only better. In fact, some financial experts contend MSAs could supplement regular retirement accounts, like IRAs and 401(k) plans. Neither Congress nor the president intended it to be this way, but MSA holders dont even have to use money from the account for their uncovered medical bills. They can keep it there until they retire, and once they turn 65 withdraw the funds for any purpose without being hit with the 15 percent penalty tax the federal government imposes. (Of course, not everyone can afford to do this, unless they never get sick or have other funds to drawn on.) Eclipse MediSave America, an MSA servicing company, calculates that a family making a $3,375 annual MSA contribution (the maximum allowed under federal guidelines), and earning 8 percent interest a year could accumulate $1.4 million in the account over 45 years. Even if they withdraw $1,000 a year, they still would accumulate $991,000, it says. Most MSAs offer rates of return of 4 percent to 5 percent right now, which is still better than the average passbook savings account rate of 2.3 percent and money market account rate of 2.6 percent. American Health Value has 4.5 percent savings rate after a one- time setup fee of $19.25, plus a $2.50 monthly maintenance fee. Another key player, Golden Rule Insurance in Lawrenceville, Ill., affiliated with Northern Trust in Chicago, pays out 5 percent, has a $10 setup fee and $3 monthly maintenance fee. A few accounts offer or plan to offer more aggressive investment opportunities through stocks, bonds and mutual funds, which could yield higher returns. For instance, Mellon Network Services, a division of Mellon Bank in Pittsburgh, says MSA customers eventually can transfer some of their MSA funds into a Dreyfus brokerage account. Financial experts advise individuals to shop around before setting up an account, scrutinizing details of the savings-account portion of the MSA just as they would any other investment or savings plan. Everything else is pretty standard: The deductible on the health insurance policy must be at least $1,500 and no more than $2,250 for individuals and at least $3,000 and no more than $4,500 for families. The maximum annual contribution an individual or his or her employer can make is 65 percent of the deductible. A family has a 75 percent limit.

With his 74th birthday coming up Jan. 29, Russ Ferris is getting back into the moccasin-making business.Ferris made deerskin moccasins for more than 40 years in the workshop on the first floor of his home at 1721 George St. He also has made deerskin gloves and other leather products and repaired shoes, coats and jackets at various times in the past four decades. And he continues to sell leather to leather shops in Wisco.. and Minnesota.Ferris estimated he was working 50 to 60 hours a week in his shop before he sold Frontier Moccasin. But he still works at least 30 hours a week, making a new product - deerskin moccasins for babies - and repairing coats and jackets.
In the Yukon Public Schools board room, gifted students watched with wonder as authentic 19th century Cheyenne moccasins were presented to show how they reflected Native American trade. “The beads used in making these moccasins were manufactured in glass factories of northern Italy and Bohemia,” said Curator Jeff Briley of the Oklahoma Historical Society. “Through an intricate trading system, these beads came to the Great Plains of North America and were traded to Indians for hides and furs.” This amounted to a “field trip” for the students, but they stayed in Yukon while Briley and Byers demonstrated the trade significance and care of artifacts from the State Museum of History near the State Capitol.

A fairly new set of trading and diagnostic tools in the form of Exchange Traded Funds (ETFs) are now available to the forex trader. ETFs are becoming an important asset category and provide investors and traders wirh new opportunities to participate in targeted markets. For the forex trader, ETFs can be used to derive supportive information about the direction of currencies. Many ETFs also offer options providing even more potential for shaping trades. ETFs that are related to currency trading include dollar sentiment ETFs, ETFs on economic sectors (housing, real estate, etc.), ETFs tracking currency pairs and ETFs on commodities. All of these categories can help the forex trader in deciding direction, especially ETFs that track dollar sentiment. The forex trader can use the Powershares DB U.S. Dollar Index Bullish Fund (UUP) to detect a shift in the dollar sentiment. UUP employs a bullish dollar strategy. The ETF is long the dollar against several currencies including the euro, yen, British pound, Canadian dollar, Swedish krona and Swiss franc. Obviously this has not been a profitable fund recently, but this ETF can indicate the mood of the market. Changes in its price will alert the forex trader when there is a shift in dollar sentiment. In contrast the Powershares U.S. Dollar Index Bearish Fund (UDN) is an ETF with a bearish strategy. An effective way to use these ETFs is not necessarily to trade them, but rather to evaluate their relative performance. UUP and UDN are a good pair to look at because they are nearly perfectly negatively correlated at -0.96 (see “Dueling dollars”). Comparing these two sides of the coin on U.S. dollar sentiment is an effective way of deriving further insights.
With Eurex launching currency futures contracts on Sept. 23, which will compete with the Chicago Mercantile Exchanges (CME) currency contracts, Eurex will become more than a direct competitor against the CME, itll be another option in the wide world of foreign exchange. While currency futures contracts and currencies traded on the OTC forex market are not the same thing, many say theyre close enough. In fact the futures prices and the spot prices move in parallel. “The [currency] futures have been around for a while but futures have been around for less time than the [OTC] cash FX market,” says Gleiin Stevens, managing director at Gain. “The difference here is that in the last five years in particular the retail product and the retail user has seen a more viahle two options. Some time ago the only option for a retail user, other than going through a private bank, was to use the futures. In the last five years theres been a better opportunity for the individual. Now hes got two choices.” Michael Stumm, president of Oanda, agrees on that timeline. “The forex market has been growing substantially. Five years ago there was no such thing as a retail forex market and today its large and growing very quickly, and because of the gaining popularity and higher volumes, the exchanges want to be a part of that. ConcreteConcrete is a hardened building material created by combining a chemically inert mineral aggregate (usually sand, gravel, or crushed stone), a binder (natural or synthetic cement), chemical additives, and water. Although people commonly use the word cement as a synonym for concrete, the terms in fact denote different substances: cement, which encompasses a wide variety of fine-ground powders that harden when mixed with water, represents only one of several components in modern concrete. As concrete dries, it acquires a stone-like consistency that renders it ideal for constructing roads, bridges, water supply and sewage systems, factories, airports, railroads, waterways, mass transit systems, and other structures that comprise a substantial portion of the U.S. wealth. According to the National Institute of Standards and Technology (NIST), building such facilities is in itself one of the nations largest industries and represents about 10 percent of the gross national product. Over $4 billion worth of hydraulic cement, a variety which hardens under water, is produced annually in the United States for use in $20 billion worth of concrete construction. The value of all cement-based structures in the United States is in the trillions of dollarsroughly commensurate with the anticipated cost of repairing those structures over the next twenty years.The words cement and concrete are both of Latin origin, reflecting the likelihood that the ancient Romans were the first to use the substances. Many examples of Roman concrete construction remain in the countries that encircle the Mediterranean, where Roman builders had access to numerous natural cement deposits. Natural cement consists mainly of lime, derived from limestone and often combined with volcanic ash. It formed the basis of most civil engineering until the eighteenth century, when the first synthetic cements were developed.
No retrospective would be complete without remembering the contributions of leading figures who have helped shape the industry. It was Corbettas dedication to the development of a strong concrete industry, however, that earned him the moniker Mr. Concrete. He was instrumental in founding several organizations, starting in 1950 with the Concrete Industry Board of New York City, which brought together concrete contractors, producers, architects, engineers, testing labs, cement manufacturers, and reinforcing steel producers.

In some cases, a stepparent will legally adopt his or her spouses children from a previous marriage. The biological father or mother must either be absent with no legal claim to custody, or must grant permission for the stepparent to adopt.
In situations where a single parent lives with someone outside of marriage, that person may be referred to as a co-parent. Co-parent is also the name given to the partner in a homosexual relationship who shares the household and parenting responsibilities with a childs legal adoptive or biological parent.
The home which was owned by the family prior to a divorce or separation is referred to as the family home in many state laws. In court settlements of divorce and child custody issues, the sale of the family home may be prohibited as long as the minor children are still living there with the custodial parent. The sale of the home may be permitted (or required to pay the noncustodial parent his or her share of its value) if the custodial parent moves or remarries, or when the children leave home to establish their own residences.
The term extended family traditionally meant the biological relatives of a nuclear family; i.e., the parents, sisters, and brothers of both members of a married couple. It was sometimes used to refer to the people living in the household beyond the parents and children. As family relationships and configurations have become more complex due to divorce and remarriage, extended family has come to refer to all the biological, adoptive, step-, and half-relatives.
Government agencies and other statistics-gathering organizations use the term head of household to refer to the person who contributes more than half of the necessary support of the family members (other than the spouse); in common usage, the head of household is the person who provides primary financial support for the family.

In situations where a single parent lives with someone outside of marriage, that person may be referred to as a co parent. Co-parent is also the name given to the partner in a homosexual relationship who shares the household and parenting responsibilities with a childs legal adoptive or biological parent.
The home which was owned by the family prior to a divorce or separation is referred to as the family home in many state laws. In court settlements of divorce and child custody issues, the sale of the family home may be prohibited as long as the minor children are still living there with the custodial parent. The sale of the home may be permitted (or required to pay the noncustodial parent his or her share of its value) if the custodial parent moves or remarries, or when the children leave home to establish their own residences.
The term extended family traditionally meant the biological relatives of a nuclear family; i.e., the parents, sisters, and brothers of both members of a married couple. It was sometimes used to refer to the people living in the household beyond the parents and children. As family relationships and configurations have become more complex due to divorce and remarriage, extended family has come to refer to all the biological, adoptive, step-, and half-relatives.
Government agencies and other statistics-gathering organizations use the term head of household to refer to the person who contributes more than half of the necessary support of the family members (other than the spouse); in common usage, the head of household is the person who provides primary financial support for the family.

Money and Finance in the Age of Merchant Capitalism, by John Day. Malden, Massachusetts, Blackwell, 1999. viii, 165 pp. $29.95 U.S. (paper). The first essay, an outline of general trends in European monetary history from the middle ages to the industrial revolution, including inflation and the development of bank money, is pithy and engaging. Two other essays are specific studies of monetary problems in the economies of Venice and Sardinia, and there is a lengthy survey of the various problems different early modern states had in maintaining the mint standards of their respective metallic currencies. A general theme which surfaces in all of these essays is, as Day puts it, “the chronic instability of the metallic money supply” (p. 108) which became even more exacerbated in times of bullion shortage. Day provides plenty of evidence of the pressures this put on governments to engage in devaluation in attempts to counter the shortage of specie in the economy. In addition, he also shows that the huge, but very under-researched, social problem created by currency shortages, in the form of an extreme scarcity of reliable small change which could be used by the poor, was a general European phenomenon. Although the first essay provides an introduction to Days interests, it was not written specifically to introduce this set of essays and thus his position on monetary history is not explicitly stated. These essays show, however, that he clearly subscribes to the quantity theory of monetary history, although he does not address any of the criticisms which have been levelled against it. For Day, economic expansion was directly linked to the amount of bullion available to the European economy. Thus he sees the depression of the fifteenth century linked to a bullion famine in these years, while the subsequent economic expansion of the sixteenth century was caused by new mining and the influx of American gold and silver. He then sees a subsequent economic slowdown in the seventeenth century followed by a renewed growth in the bullion supply in the eighteenth century - permitting the industrial revolution. There was certainly an important relationship between money in circulation and economic expansion, but it is not such a simple tongue duree functionalism as suggested by Day. There was a third factor in the equation which was credit, and this did not inevitably expand proportionally in relation to the bullion supply, even though it was stimulated by an expanded circulation of the latter. Thus for instance J .R. Wordie has argued that, while much new silver may have come into England in the sixteenth century, it did not stay there because of the costs of foreign war and recurring trade deficits. But, despite this fact, credit increased dramatically. Along similar lines, customs revenues show that Englands import trade was expanding rapidly in the late seventeenth century, as her money supply shrank, partly to pay for such imports. This famously led to the great recoinage and the creation of the Bank of England, but it would be hard to characterize the 1670s and 1680s as a period of economic depression because of a shortage of bullion. The shortage did cause problems in the 1690s, but this didnt translate into an economic depression for the whole of the seventeenth century. Thus, any examination of the relationship between money and economic performance needs to take credit into account as a linked and equally important component in financial systems and should be looked at micro-economically in the short term because of the institutional nature of credit.

Tooth decay is one of the most common chronic childhood conditions. More than 1 in 4 preschool-age children have experienced tooth decay, a significant increase during the past decade, according to the latest study by the Centers for Disease Control and Prevention. The study showed that preschool-age children, ages 2 to 5, have the lowest rates of dental care of all age groups in the nation, and they miss out on an important time for effective dental prevention. African-American children in low-income communities are at a higher risk of untreated tooth decay due to issues of poverty and access to quality dental treatment. Under the measure, consumers must get credit counseling before filing for bankruptcy and have their ability to pay debts investigated.Backers of the study said they wanted to counter the notion that the law was working. Anecdotally, they acknowledged, the number of bankruptcy filings had dropped, though official case counts since the change are not yet available from the Administrative Office of the U.S. Courts. But researchers attributed the decrease to a surge in filings before the deadline last year and a growing notion among consumers that bankruptcy is no longer an option.The report looked at 61,355 consumers who had visited six credit-counseling firms since the law went into effect. The firms reported that 97 percent of those clients were unable to repay any of their debts, and that four out of five would-be filers found themselves in troubled financial circumstances because of events beyond their control.Study backers also said they wanted to dispel the idea that filers were merely deadbeats living beyond their means. One East Coast credit counselor said consumers seeking pre- bankruptcy counseling at her firm included an elderly Midwestern woman who had moved into her kitchen because she couldnt pay the heating bill, and a Florida single mother and four sons, including one with cancer These are real people. For most of them, they are at their worst financial condition in their lives, said Leslie E. Linfield, executive director of the Institute for Financial Literacy, a nonprofit credit counseling business based in Portland, Maine.The law change, which added work for bankruptcy attorneys, has driven up legal fees by 50 percent, the group said. Consumers also face new costs from the mandatory education courses. Credit- counseling courses needed before filing cost an average of $50. A second financial education course required before exiting bankruptcy can cost another $25 to $50, study backers said.They have done nothing more than put more hurdles in the path of those who are already on their back, said Brad Botes, executive director of the National Association of Consumer Bankruptcy Attorneys, during a conference call. Botes predicted the number of filings would soon return to the levels seen before the change.Congress got bankruptcy reform wrong. Dead wrong, he added.
What difference does a year make? Ask a bankruptcy attorney. A year after the implementation of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005, bankruptcy filings are still significantly off from what they were before the new law took effect last October. “I can tell you I didnt see any clients between October 17 and the end of last year,” said Baltimore lawyer Mark F. Scurti, who handles Chapter 7 and 13 bankruptcy cases.
